The importance of cost planning and control in the construction sector no need to be justified. Clients and principals want property development projects to be built within budget, on time, and to be met their required standard as well as their financial targets. Contractors and subcontractors want to build a building facility to meet the clients’ need within the tender price, but also ensures they make a reasonable profit. Cost planning and control is at the centre of the management of the project’ development and construction process. The purpose of this study is to provide an owerview on approaches, principles and methods of cost planning & control in different stages of project process. Moreover, to illustrate the practical application of the proposed techniques from first estimate to detailed plan along the feasibility and desing phases by some details of a hypothetical project cost modell.
